Winfrida Saimon Malingumu

Dr. Winfrida Saimon Malingumu holds a PhD in Educational Sciences from KU Leuven Catholic University, Belgium, earned on March 23, 2017. She also has a Master’s in Educational Management and Administration (2005-2008) and a Bachelor of Education in Geography and Education (2001-2005), both from the University of Dar es Salaam. Winfrida has extensive expertise in quantitative and qualitative research, data collection, and analysis.

From 2012 to 2018, she served as Assistant Coordinator for the Capacity Building Project at the SADC Centre of Specialization in Teacher Education. During this time, she was instrumental in conducting midterm and end-of-project evaluations, culminating in June 2018. She has contributed as a Research Assistant in various notable projects, including a UNICEF consultancy on evaluating out-of-school children in Tanzania (2015-2017) and the end-of-project evaluation for the Participatory and Integrative Teaching Approach (PITA) at Tumaini University Makumira (November 2021). Additionally, she was involved in the Play Matters Study 3 (Sponsored by The International Rescue Committee (IRC), which examined school-based learning through participatory positive practices in Uganda, Ethiopia, and Tanzania (February, 2022). Winfrida has participated in significant auditing exercises for Tanzania’s Ministry of Education, Science, and Technology in 2019 and 2021.

Currently, she is a Research Assistant on the ITP 2023 project, which aims to empower teachers and healthcare workers to provide school-based sexual and reproductive health education in Tabora and Katavi. Presently, Winfrida works as a Professional Expert, reviewing the School Quality Assurance framework, developing training manuals for Quality Assurance Officers.
